A census is the procedure of systematically acquiring and recording information about the members of a given population. It is a regularly occurring and official count of a particular population. The term is used mostly in connection with national 'population and door to door censuses' (to be taken every 10 years according to United Nations recommendations), agriculture, and business censuses. The term itself comes from Latin: during the Roman Republic the census was a list which kept track of all adult males fit for military service.

The census can be contrasted with sampling in which information is obtained only from a subset of a population. Census data is commonly used for research, business marketing, and planning as well as a base for sampling surveys. In some countries, census data is used to apportion electoral representation (sometimes controversially so - see e.g. Utah v. Evans).

It is widely recognized that population and housing censuses are vital for the planning of any society. Traditional censuses are, however, becoming more costly. A rule of thumb for census costs in developing countries has been $1 USD per enumerated person. More realistic figures today are around $3 USD. These approximations should be taken with great care since a variable number of activities are included in different countries (e.g. enumerators can either be hired or requested from civil servants). The cost in developed countries is far higher. The cost for the 2000 census in the U.S. was estimated to be $4.5 billion USD, more than $15 per enumerated person. Alternative possibilities for retrieving data are being investigated. Nordic countries Denmark, Finland and Norway have for several years used administrative registers. Partial and sample censuses are used in France and Germany.

How to get sexual orientation on the Census questionnaire?
Q. I emailed the Customer Service Center at the Census Bureau asking what would be the procedure to add Sexual Orientation in the demographics section (alongside race, sex, age, marital status) of the Census questionaire. Robert Clair of the Census Bureau replied to me that it won't ever happen because "behavioral or preference issues are not really the domain or purpose of the decennial census program." He suggested I write to my Congressional representatives and to the US Office of Management and Budget. Wow. Sexual orientation is not included because the Census Bureau considers being homo a choice. Any ideas of what to do in addition to contacting the Senators and Reps and the US Office of Management and Budget? Being homo is not a… [cont.]

A. You got to kind of ask this of yourself, they ask for race because?, they ask for sex because? they ask etc. because? They do not ask you do you like being Black, White, etc. They do not ask you do you like being a Man or a Women(though that can be a preference to some), do you like being _yrs old. I think they only want to ask things that cant change, know I "think" homosexuality is not a choice, but it can be changed, or persuaded. I know of homosexuals who have decided to not act on there homosexual tendencies, if you will, and remain "straight". I really don't know, it doesn't ask if you smoke, so maybe they don't car about preferences, and you got to remember that census are not profiles on dating sites. Though census are like… [cont.]

How can people disappear during different census years?
Q. I found an ancestor, age 21 in 1870 and then never again in census records, so I assumed she died before 1880. Her daughter, age 3 in 1870 died in 1904 so she should have been on the 1880 at age 13 under maiden name, can't find her either. Found her two sibs living with grandmother, but know sign of her in 1880. Can anyone help me or give me an explanation?

A. Aha! The classic disappearing people (also related to people that mysteriously changed birthdates in 1920 only to return to the 1910 birthdate in 1930). technically, a census taker was supposed to visit every household and speak with an adult to collect information about a family. If nobody was home, they were supposed to go back at a later time and try again, and again. Well, that's what was supposed to happen. What often happened many times falls into a couple of categories. A census taker just didn't even bother (through error or laziness) to cover a certain street or region - often happened just due to error when a particular street was on a district boundary or part of the street was shared between two boundaries. So some people… [cont.]
